In this video I explain the rule that requires a certificate of merit for every medical malpractice case in Connecticut.  So, this means that before you file a case, you must obtain a good faith certificate from a doctor stating that malpratice has occurred.  You can't just bring the case because you want to.  You have to have it reviewed by a doctor who states that malpratice has occurred.
