If you have an out-of-state driver’s license and have your license suspended in Connecticut, you only lose your privilege to drive in Connecticut. Connecticut does not have the power to penalize your out-of-state driver’s license.
That being said states have made agreements with one another to enforce each others sanctions. So, while Connecticut cannot penalize your Rhode Island license, they can notify Rhode Island that you can't drive in Connecticut due to a DUI, and then Rhode Island can penalize your Rhode Island license. Due to interstate compacts, a states like Massachusetts and Rhode Island can (and most likely will) suspend your license for a DUI conviction in another state like Connecticut.
